Flights to Phoenix arrive at Sky Harbor International Airport, situated three miles east of downtown. Taxis to downtown Phoenix cost around $12, and taxis to Scottsdale cost around $25. Super Shuttle and the new Light Rail system operate a limited downtown service for just $1.25. As the metropolitan area is so enormous, it's worth considering renting a car.
